A balance of terror across the Taiwan Strait?

Taiwan should rely on a Cold War-style "balance of terror" to safeguard national security in the face of intimidation from Beijing, Premier Yu Shyi-kun said yesterday in response to a rally against his proposed arms-procurement package.
Wouldn't such a balance require weapons of terror in the hands of the Taiwanese?

Will a lack of faith in the ability or willingness of the Americans to defend Taiwan lead to a nuclear arms race in East Asia?
