Appeasement in our time.

Tehran seeks fresh nuclear talks, BBC News - 5 May, 2005
Enriched uranium can be used as fuel for civilian nuclear reactors, but is also the explosive material for atom bombs.
Most nuclear reactors run on enriched uranium of much lower quality than the level required to create a bomb.

The problem is that traces of bomb quality highly enriched uranium have already been found inside Iran.

This is not a nuclear power program, it's a nuclear bomb program. Which is why Iran requires a uranium enrichment program rather than imports of reactor quality uranium.
